Finally! I managed to compile this on windows, VS2012 project files can be found on the repo. There are no new features since the last linux build, just bug fixes for windows.

I added a compiled version of the old testing tool for my former project “CacheLib“. You can find it in the apps-folder or directly at this link. Secondly: i also added a download for the GetDepotKey app here.
Here’s the newest version of the LibCache testing tool, “LCT”. And yes the last version was “revision 60″ but the version number 60 referred to the CacheNet repository. LibCache now has its own repository and therefore has its own version number.
I’m not sure if unpacking retail dvds and preloads works correctly because i lack time and data for testing. Here is a short howto:

Added (weak) ACF implementation
libcache is now "(basic) feature complete", that means it's capable of the most basic features needed to operate with acf/ccf/cmf/gcf/ncf files
I updated the Tool and fixed some little bugs. Since Valve updated the Portal 2 files the preloaded files you may have downloaded from torrents wont decrypt correctly, but if you have the correct ncf and the matching encrypted file you can decrypt it using this Tool . Btw, you can decrypt any steam preload with this tool if you have the matching NCF’s (and the key).

I wrote a little tool which is able to decrypt the Portal 2 files if you have the decryption key, so you dont have to download all the decrypted files again if you already have the preload. I couldnt really test the code because … well, I dont have the decryption key. As soon as I get the decryption key, I’ll test it and if I find some bugs, I’ll upload a fixed version. BTW: You’ll need .NET Framework 3.5, sorry.
